u can try the writing to the Singapore Power Ltd, it is the only water plant in Singapore and it is also semi-govt owed. If u can write to them regarding your experience and qualification (esp professional qualification), if there are looking for a particular professional, who knows they may employed.
Singapor has done water waste water recycling years ago and their technology are moving fast because of the sensitive water problems we have.
